Quazi AKM Mohiul Islam is a former Director General (Grade-1) of the Directorate General of Family Planning (DGFP), under the Ministry of Health and Family Welfare (MOHFW). He is a distinguished member of the BCS (Administration) cadre, with 30 years of diverse experience in administration, teaching, and professional training.
He graduated with First Class Honors in Agriculture from Bangladesh Agricultural University (BAU) in 1986 and entered the Bangladesh Civil Service in 1989. Over the course of his tenure at MOHFW, Mr. Islam represented the Government in numerous international conferences on health, family planning and public health —as both a resource speaker and government delegate—held at WHO-Geneva, FAO-Rome, the Melinda Gates Foundation at Seattle, USA, and FP2020 at the UN Foundation, Washington, D.C.
Committed to continuous professional development, he participated in several high-level international training programs, including leadership and top-management courses at Johns Hopkins University, Baltimore, USA and University of Wolverhampton, UK. While serving in government, he completed an M.Sc. in Business Administration with a specialization in HRM from Stamford University, Bangladesh, in 2004. He also contributed to teaching and academic exchange programs at institutions such as Civil Service College, Singapore, the Asian Institute of Technology (AIT), Mahidol University, Thailand and Royal Tropical Institute (KIT), The Netherlands.
Mr. Islam held a faculty position (Director) at the Bangladesh Public Administration Training Centre (BPATC) in Savar, where he facilitated training for new BCS officers, as well as mid- and senior-level officials including Deputy Secretaries, Joint Secretaries, and Additional Secretaries. He served as a resource person on key subjects such as Public Health Leadership, Health Systems Development, Good Governance, and Integrity Strategy at organizations including NIPORT, DGFP’s Maternal and Child Health Institutes, Nursing Institutes, and during the sessions organized by a2i program of the government. Mr. Islam served as a Senior Adviser in the Health Systems for TB project of Management Sciences for Health (MSH) from September 2021 to January 2025.
An advocate of lifelong learning, Mr. Islam has been serving as an Adjunct Faculty Member at the College of Public Health Sciences, IUBAT, since January 2024.
